Comptroller adds new CPA to staff

KINGSTON– Ulster County Comptroller March Gallagher has filled the position of director of Internal Audit and Control which had been vacant for nearly two years as a cost-saving measure during the pandemic.

Certified Public Accountant Samuel Sonenberg was selected by Gallagher for the job that pays $78,410 annually and began work in her office on February 7. In addition to being a CPA, Sonenberg holds a BS in accounting from SUNY Albany.  

Gallagher said he brings “significant accounting experience from both the private and public sectors.” He has previously worked in an internal audit capacity for the New York State Insurance Fund, the State Office of Mental Health, and the State Department of Civil Service. He most recently served as a Lottery Game director for New York State Lottery.  

Sonenberg retired from the state lottery position and collects a state pension of $69,473.  State law limits the amount of money a state retiree can earn if they return to work for the state or a local government.  Unless granted a waiver by the state, the individual cannot earn more than $35,000 annually without affecting their pension benefits.  Additional exceptions to the rules can be found HERE.

He is “bringing a bevy of experience working to improve the internal controls, efficiency, and effectiveness of government programs. We are excited to bring someone with Sam’s expertise on to our team as we strive to improve Ulster County,” Gallagher said.
