Shooting at dice game leads to arrest of city worker and fellow gambler

Mount Vernon – Detectives from the Mount Vernon Police Department arrested two Mount Vernon men in
connection with a shots fired investigation. Hector Ruiz, 42, an employee of the City of Mount Vernon Department of Public Works and city resident, was arrested around 3:30 on Tuesday, September 21. Rashean
Burgess, 45, also of Mount Vernon was arrested later that same day.

Police say the investigation started with police being notified of a shot being fired in the area of South 8th Avenue and West 5th Street around 2:15 a.m. on Saturday, September 18, 2021. The first responding officers to the scene located one spent shell casing but no witnesses to the incident. Through reviewing videos from the area, detectives were able to identify the suspects involved in the shooting.

It appears that the shooting stemmed from an argument during an illegal dice game that was occurring. No one was shot during this incident and no property damage was discovered.

Burgess was charged with Criminal Possession of a Weapon and Criminal Possession of a Controlled Substance, both felonies. He has an extensive criminal history that includes previous arrests for robbery, weapons possession, and narcotics possession.

Ruiz was charged with Criminal Possession of a Weapon. He has a criminal history that includes prior arrests for weapons possession. Both suspects were held overnight and were arraigned in Mount Vernon City Court on September 22, 2021.
