Appellate court affirms conviction of building inspector

SPRING VALLEY – The Appellate Division of State Supreme Court has upheld the conviction of former Spring Valley Chief Building Inspector Walter Booker who was charged with three counts each of falsifying business records, issuing a false certificate, and official misconduct.

It was alleged that Booker voided a certificate of occupancy dated September 23, 2011 that was issued ay another building inspector designating a property in the village as a one-family dwelling, and fraudulently issuing another certificate backdated to September 23, 2011, that designated it as a two-family dwelling, so that the property owner could operate two licensed daycare programs and obtain funds from the Department of Social Services for those two programs.

Booker challenged his non-jury trial convictions, but the appeals court upheld the guilty verdicts.
