Plastic container in which ‘Rue’ was placed stuffed inside a plastic bag

BRIARCLIFF MANOR – The SPCA of Westchester Humane Law Enforcement Unit is seeking information on the person or persons who dumped a Chihuahua inside a tied-up garbage bag and sealed in a closed container in Elmsford.

On April 29, at about 2:30 p.m., employees of a local animal rescue group in Elmsford noticed a blue plastic storage container at their front entrance. Inside the secured container, they found a small, brown, female Chihuahua.

The dog, now named Rue, had chewed and scratched her way through the tied-up garbage bag, breaking some of her nails in the process, but avoiding suffocation.

A video camera captured someone leaving the container on April 28 at about 9:30 p.m.

The dog was trapped in the container for some 17 hours before being discovered.

The SPCA Humane Law Enforcement Division was called in and brought her back to the animal care campus where she received veterinary care and will soon be placed up for adoption.
