MIDDLETOWN – Mayor Joseph DeStefano expects to present his preliminary 2021 budget to the Middletown Common Council later this month.

He anticipates no layoffs despite the financial impacts of COVID-19.

“We are going into the budget with the anticipation that revenues will come back to normal revenues of previous years. We are trying to stay under the (tax) cap; I don’t know if that is going to be possible. We will have to make some tough decisions on whether we want to use fund balance, staying under the cap, or take a hit this year by exceeding the cap,” he said.

All municipalities in New York are facing the same fiscal issues as state aid is being reduced because of the economic impacts of the COVID-19 pandemic.
