LIBERTY – Police in the Village of Liberty have arrested a registered sex offender for failing to register a change of address within 10 calendar days as required by state law.
James Downing, 48, of Liberty, was located in Dutchess County where he was taken into custody without incident.
He was charged with failure to register and verify with the state within 10 days that a change of address as a felony.
Downing was remanded to the Sullivan County Jail.
The Dutchess County Sheriff’s Office assisted in the investigation.
