Seven arrested in major drug investigation dubbed “Operation Co-Co”

KINGSTON – Seven people have been arrested in connection with a cocaine trafficking organization based in Saugerties. The drugs were re-distributed throughout Ulster and Greene counties, authorities said.

During the investigation, dubbed “Operation Co-Co,” federal, state and local authorities conducted physical and electronic surveillance and executed search warrants.

During the investigation that began in January 2019, law enforcement seized a cumulative amount of approximately three kilograms of cocaine, over 140 pounds of marijuana, over $68,000 in cash, several vehicles and real property assets.

“A kilo of cocaine is a significant amount to be distributed to enumerable people,” said Grant Jaquith, the US Attorney for the Northern District of New York. “It’s broken down into small quantities and resold. It can wreak havoc in a community.”

Arrested on federal charges are Russell Neglia, 25, of Saugerties, believed to be the leader of the drug trafficking organization; Roger Hummer, 38, of Saugerties; and Michael Manor, 38, of Teaneck, New Jersey.

Arrested on state charges are Francis Raffiani, 46, of Palenville; Vincent Neglia, Sr., 65, of Saugerties; Sophia Ricci, 23, of Saugerties; and Scott Giannone, 56, of Saugerties.

The investigation is continuing and police expect additional arrests.
