Newburgh Police say man being subdued in video was emotionally disturbed

NEWBURGH – That video that went viral showing Newburgh City Police subduing a man in the middle of Broadway on Saturday night, April 25, involved an emotionally disturbed individual who was taken to a local hospital for mental health and medical treatment.

Charges were not filed against Stephan Anderson, 27, of the Bronx on the night of the incident, but police said they will be filed in the future.

Police were called to the area of 124 Broadway for a report of a naked man walking there.

When officers arrived on the scene, Anderson was punching parked vehicles. He took off his shirt and began yelling incoherently at the police, dropped to his knees and jumped back up to his feet with his hands above his head.

Officers gave him verbal commands that he did not comply with and attempted to gain control of Anderson with pepper spray, which had no effect.

They then tried to subdue him and a struggle ensured, which made its way to the ground with Anderson still being combative and refusing to comply with commands.

Anderson continued to be combative and reused to comply with commands at which time a police K-9 was used to subdue him and he was handcuffed.

Police said the dog was used to help prevent any injury to police. The injuries to Anderson were minor, they said.
