MIDDLETOWN – The Orange County Child Abuse Unit has arrested a Middletown man for allegedly having sex with a child under the age of 13.
Emmanuel West, 20, was charged with first-degree rape and endangering the welfare of a child.
A joint investigation by the State Police and Orange County Child Protective Services led to the arrest on Thursday, April 9.
West was arraigned before Westchester County Court Judge Robert Prisco via Skype and was remanded to the Orange County Jail in lieu of $20,000 cash bail or $50,000 bond.
