Gang member pleads guilty to attempted murder, conspiracy to kill witness

WHITE PLAINS – G-Shine Bloods gang member Matthew Brown of Delaware pled guilty in the double shooting outside the Garden Bar in Mount Vernon in 2016 and the subsequent conspiracy to kill a witness in the case.

Before Judge Anne Minihan on Thursday, Brown pled guilty to attempted murder, assault and conspiracy in connection with the jail conspiracy indictment.

When sentenced, he faces 20 years in state prison on the shooting and 10 to 20 years in prison on the conspiracy to kill the witness. All sentences will run concurrently.

It was around 1:44 a.m. on December 10, 2016 outside the Garden Bar in Mount Vernon, G-Shine Bloods gang leader Jason Garcia, also known as “Mecca-J,” ordered Brown, a Bloods gang member, to shoot an individual who owed Garcia money for marijuana.

Garcia is the highest-ranking member of the Westchester set of the Bloods Gang. He was convicted of the shooting on January 31, 2020 and will be sentenced in March.

The target victim outside the bar was shot in the chest and neck, and an innocent bystander was shot in the head. Both survived, but face life-long medical difficulties. The shooting was captured on surveillance video.

Later, both Garcia and Brown and three other co-defendants were charged with attempted murder and conspiring to kill an eyewitness to that shooting while being held in county jail. For that, Garcia and the other co-defendants are charged with attempted murder and other charges. Those cases are pending.
