Man charged in hit-and-run fatality released from Putnam County Jail under new bail law

CARMEL – Three people incarcerated on pending criminal charges have been released under the state’s new criminal justice reforms that took effect on January. Among them is a man charged with a felony of leaving the scene of a fatal motor vehicle accident.

Sheriff Robert Langley, Jr. said Javier Lorenzano-Fercano, 40, allegedly drove in the Town of Philipstown when he struck and killed a 38-year-old man and then fled without reporting the incident. He was arrested the following day, October 25, 2019, in Dutchess County.

When Lorenzano-Mercano was released, immigration officials took him into custody on an ICE detainer.

Also released under the new criminal justice reforms were 50-year-old Suffolk County resident James McInerney, who is charged with felony grand larceny, and Brooklyn resident Dusean Davis, 28, who is charged with felony criminal possession of a forged instrument.

State Senator James Skoufis (D, Woodbury) has proposed modifying the bail reforms to allow judges the discretion to set bail in serious crimes to protect public safety.
