Liberty Police arrest three with criminal histories

LIBERTY – Three people in a vehicle stopped on Route 52 in the Village of Liberty on December 10 turned out to have criminal backgrounds.

Village Police said the driver, Alicia Santos, 31, was found to have two active warrants from the Sullivan County Sheriff’s Office for driving while intoxicated-related charges.

She was arrested without incident and turned over to the sheriff’s office.

Two passengers in the vehicle were determined to be under the supervision of New York State Parole.

Jared Allen, 23, is on parole for sexual abuse in the first degree and Emmanuel Toribio, 32, is on parole for third-degree rape.

Further investigation revealed both men were in violation of their terms and conditions of parole.

Allen was arrested by Village of Liberty Police on December 12. Toribio was arrested by the New York State Department of Corrections Fugitive Task Force after absconding to Rochester on December 13.
