NEWBURGH – While the Newburgh City Council was meeting at the Rec Center as dozens of residents pleaded with members not to approve a budget with police and firefighter layoffs, gunfire rang out at Lander and South streets.

Speaker after speaker implored the council not to cut positions saying that will make the streets less safe. During those discussions, city police were out in the dark searching for evidence in the latest violence. Det. Lt. Joseph Burns said cops were alerted to the shooting by a Shot Spotter notification.

Police found the victim, 27-year-old Kevin Garcia, who had been shot in the left leg. Officers placed a tourniquet on his leg in an attempt to stem the bleeding and then transported him in a police car to Montefiore St. Luke’s-Cornwall Hospital. Burns said Garcia was uncooperative with investigators at the hospital.

The incident is being investigated by the Non-Fatal Shooting Task Force.
