Police arrest man in murder of Chelsea Debidin

NEW WINDSOR – A 47-year-old City of Newburgh man is under arrest and charged with murder in connection with the home invasion shooting death of 21-year-old Chelsea Debidin in a Knox Village apartment in New Windsor.

New Windsor Police arrested Carlos Rivera and also charged him with attempted murder. The young woman’s boyfriend was wounded in the September 21 attack.

The incident is still under investigation and is not closed and police are asking anyone with information about the case to call them at 845-565-7000.

“The arrest of this coward is a result of our ongoing investigation into this shooting that has not stopped since the day it occurred,” said New Windsor Police Chief Robert Doss. “The multi-agency team of investigators assigned to this case deserves the credit for taking Mr. Rivera off the street today and it is a direct result of their hard work and tenacity.”

Doss said Debidin “has been in all our thoughts and prayers and I hope this arrest helps bring some closure to her amazing family.”

Rivera was arraigned and remanded to the Orange County Jail without bail.

The arrest is a result of the ongoing investigation by New Windsor Police, State Police, the FBI Safe Streets Task Force, Orange County District Attorney’s Office and the Hudson Valley Crime Analysis Center.
