SPCA leader speaks in favor of proposed new Dutchess pet protection laws

Tethering for longer than two hours now prohibited

POUGHKEEPSIE – Only one person spoke at a public hearing, Wednesday, on legislation to create a Dutchess County animal protection registry and a tethering law, adopted earlier this month by the county legislature.

Lynne Meloccaro, executive director of the Dutchess County SPCA, spoke in favor of both laws.

“One is the intentional in which someone has deliberately harmed an animal and that person should be recognized as somebody who should not have animals,” Meloccaro said. “The other is the unintentional neglect or abuse of animals and these are people who basically need to be educated about proper tethering.”

County Executive Marcus Molinaro said he would likely sign the laws in the next two weeks.
