Legislation to hold Newburgh, Chester school districts harmless for millions approved in state legislature

ALBANY – Legislation that will provide relief for the Newburgh Enlarged City School District and Chester Union Free School District for filing late reports will be headed to the governor’s desk for his approval.

The Newburgh district was on the hook for $12.5 million and Chester owed $1.3 million.

Assemblyman Jonathan Jacobson (D, Newburgh) sponsored the bill to have the fines eliminated.

“The penalty was imposed because there was a clerical error and a late filing of cost reports. There was nothing wrong with the capital projects and this was a penalty that made the districts liable to give back all the state aid,” he said.

The measure had previously been approved in the Senate.

Assemblyman Colin Schmitt (R, New Windsor), who represents Chester, said had the districts been required to pay the fines it would have “negatively impacted students and taxpayers of both districts.”
