Kingston man charged with possession of burglar’s tools

KINGSTON – A Kingston man was arrested early Monday morning and charged with possession of burglar’s tools.

Patrols spotted William Monarch, 48, hiding between buildings on Foxhall Avenue around 3:45 a.m. Police say when he was stopped, he was in possession of rubber gloves, a bandana and a crowbar.

Monarch is currently on parole for a conviction in a 2011 burglary.
