Sullivan County Fraud Task Force makes several arrests

LIBERTY – The Sullivan County Welfare Fraud Task Force announced several recent arrests.
Michael Jones, 49, of Grahamsville, charged with felonies of filing a false instrument and welfare fraud by failing to disclose that he had over $50,000 in a bank account while he was collecting $1,062.50 in public assistance benefits.
Nicholas Fonseca, 38, of Liberty was charged with the felony of offering a false instrument for filing and two counts of misdemeanor theft of services.  It is alleged he stole $77.74 in public-funded transportation by using Medicaid-funded medical transportation for non-medical purposes.
Gerard Colbert, 66, of Wurtsboro, was charged with the felony of filing a false instrument and the misdemeanors of welfare fraud, petit larceny and misuse of food stamps. It is alleged that he stole $468 in public assistance benefits by failing to disclose that he had $4,388.70 in his bank account.
Generosa Canales, 31, of Syracuse, was charged with the felony of grand larceny for allegedly stealing $2,744.40 in public assistance benefits by failing to disclose that she was receiving income from employment.
Elijha Davis, 25, of Liberty, was charged with felony offering a false instrument for filing and misdemeanor of theft of services. Davis, a probationer, allegedly stole $636.80 in public-funded transportation by using Medicaid-funded medical transportation for non-medical purposes.
David Villalobos, 47, and Danielle Decker, 37, both of Middletown, were charged with felony welfare fraud and filing a false instrument for filing. It is alleged they stole $2,996 in public assistance benefits by failing to report income from employment.
Lisa Ferdico, 48, of Monticello, was charged with felony offering a false instrument for filing and misdemeanor theft of services. It is alleged that she stole $1,560.85 in public-funded transportation by using Medicaid-funded medical transportation rides to the Bronx to visit relations.
Phillip Scuffert, 29, of Liberty, was charged with violating conditions of his parole resulting in the allegation that as a parolee and level III offender, he was having prohibited contact with a child and possessing a prohibited cell phone and social media accounts.
Randy Johnson, 27, of Liberty was charged with violating conditions of his parole. It is alleged that as a parole, Johnson violated the conditions of his parole by failing to comply with work and drug and alcohol requirements.
