PORT JERVIS – Police arrested a Port Jervis man for the second time in three weeks on drug charges in that city.
Port Jervis Police and the Orange County Sheriff’s Office Special Operations Group executed a no-knock search warrant at a second-floor apartment at 126 Ball Street on January 6. Investigators recovered 24.5 grams of pure heroin, Suboxone films, marijuana, and an undisclosed amount of cash.
Police charged apartment resident Keith Nellums, 30, with one count of criminal sale of a controlled substance, three counts of criminal possession of a controlled substance, all as felonies; and criminally using drug paraphernalia as a misdemeanor. It is alleged that Nellums planned on selling that pure heroin to others.
Police also charged resident David Gagnon, 57, with criminal nuisance as a felony. He allegedly allowed Nellums to stay in the apartment and sell heroin in exchange for money.
Both men were sent to the Orange County Jail.
Nellums is being held without bail. He was previously arrested at 11 Railroad Avenue on December 18, 2016 on felony charges of drug possession and sale. Bail at that time was set for him then at $1,000.
Gagnon’s bail was set at $2,500.
