State audits Mid-Hudson Library System

POUGHKEEPSIE — A state comptroller’s office audit of the Mid-Hudson Library System based in the City of Poughkeepsie has offered a few recommendations on how to improve its financial condition.
The library system serves 66 regional libraries in Columbia, Dutchess, Greene, Putnam and Ulster counties with a total budget last year of $3.5 million.
The state audit found the library system did not verify a vendor’s quote is in agreement with the state contract prior to ordering and that its purchasing policy did not address what internal procedures to use for purchases that do not require competitive bidding.
The audit recommended that the library system modify its procurement procedure to verify state contract pricing when purchases are made using a state contract on behalf of member public libraries.  It also said the library system should modify its procurement policy to include provisions for purchases below the competitive bidding threshold, and purchases of goods and services not subject to competitive bidding, on behalf of member public libraries.
