Plagued by controversies, Kingston considers gutting city’s ethics code

Ross

KINGSTON – A Saugerties man was arrested on Thursday, charged with rape, two counts of sexual misconduct and two counts of endangering the welfare of a child.
The Ulster County Family and Child Advocacy Center investigated and allege that Justin Ross, 20, had sexual contact with the child, who is under the age of 15. The child and Ross are known to each other.  Police said further investigation found that Ross had sexual contact with a second victim who he also knew.
Ross was sent to the Ulster County Jail in lieu of $10,000 cash bail or $25,000 bond.
An order of protection was issued preventing him from having any contact with the victim.
The case was turned over to the Ulster County District Attorney’s Office Special Victims Unit.
