Parking attendant charged with illegally photographing high school students

WHITE PLAINS – A Jefferson Valley man has been charged video recording underneath female students’ skirts.
Franklin Figueroa, 27, a parking lot attendant at the Metro-North train station in Golden’s Bridge, has been indicted and charged with three counts of unlawful surveillance as felonies and two counts of endangering the welfare of a child as misdemeanors.
On March 2 at about 2:50 p.m., Figueroa allegedly sat in a stairwell at the station as a shuttle bus with students from JFK Catholic High School arrived and the students climbed the stairwell to the train platform in their school uniforms.
A student realized what was happening and quickly took a picture of Figueroa and his camera with her cell phone and wrote down his license plate number when he left.
The MTA Police were contacted and he was arrested. Several recording devices were seized with a search warrant that revealed an earlier offense involving a student at the Golden’s Bridge train station from the spring of 2014.
At the time of the incident, Figueroa was working for Laz Parking in collections and enforcement. The company is contracted to conduct parking enforcement at the train station.
Figueroa, who was released on his own recognizance, faces a maximum of four years in state prison if convicted.
