Kingston man arrested in Poughkeepsie shooting

POUGHKEEPSIE – A Kingston man was arrested Wednesday on felony assault charges for allegedly shooting a man in Poughkeepsie last year.
Phillips Luellen, 26, of 39 Van Deusen Street in Kingston was wanted in connection with the shooting of an innocent bystander at 120 Hudson Avenue on the afternoon of November 23, 2015.
Poughkeepsie Police said Luellen was walking through the projects when he spotted his intended victim riding a bike toward him. As the intended victim rode past him, Luellen pulled out a handgun and fired several shots at the man, missing him and striking the bystander in the left knee.  Luellen took off in one direction while the intended victim went the other way.
Poughkeepsie Police, with assistance from Kingston Police, located and arrested Luellen late on this Wednesday afternoon.
