POUGHKEEPSIE – Dutchess County Executive Marcus Molinaro announced on Monday the appointment of Dr. Henry Kurban as the county’s commissioner of the new Department of Behavioral and Community Health and Sabrina Marzouka as commissioner of the Department of Community and Family Services.
Beginning in January, Kurban will head an agency is a merger of the departments of Health and Mental Hygiene.  He comes to Dutchess after having served as health director for the Florida Department of Health – Charlotte County Health Department in Port Charlotte, Florida for the past three years.
Kurban was selected following a nationwide search, said Molinaro.
“He is a very dynamic, multi-talented, multi-faceted, really energetic young man, who will bring a great deal to the new department and will help us define what community health is in Dutchess County and how we respond to both public health and mental health issues for the residents who live here,” Molinaro said.
Kurban earned his MD with Distinction from the University of Western Ontario in London, Ontario, Canada.
Sabrina Marzouka has most recently been serving as acting commissioner of the Department of Community and Family Services.
“She has done a wonderful job and is focused on improving our service delivery, supporting the staff, enhancing the way in which provide assistance. She is a real dynamo,” Molinaro said.
Both appointments are subject to county legislature confirmation, which is expected. Both appointments will come before legislative committees on Thursday.
