Rockland construction services company owner pleads guilty to fraud, conspiracy

WHITE PLAINS – The owner of a Bardonia construction services company has pled guilty to conspiring to defraud the New York Power Authority and filing a false tax return, state and federal authorities announced.
According to a two-county felony charge filed in US District Court in White Plains on Monday, Thomas Delaney, the owner of Over Rock Construction LLC, participated in a scheme to defraud NYPA.
In October 2009, the company was awarded a five year, $3 million contract to perform landscaping, snow removal and masonry work at NYPA’s offices in White Plains.  Delaney allegedly submitted fraudulent certified payroll statements and invoices to NYPA for reimbursement for individuals who performed no services for his company.
Between 2009 and 2012, the fraudulent overcharges amounted to over $400,000.
Delaney also pled guilty to filing a false fraudulent tax return that substantially understated his income.
He faces up to 20 years in prison when sentenced.
