Massage parlor crackdown in Town of Ulster

TOWN OF ULSTER – Five so-called spas
in the Town of Ulster were investigated for possible prostitution activities
and six women were arrested as a result of a May 6 undercover detail.
Two other spas were found to be operating under the law and with proper
state licensing requirements.

Five others were found to be out of compliance with state licensing laws
and three were found to have offered to perform sexual favors for money.

What precipitated the investigation was a belief that Town Supervisor
James Quigley might be a customer.

“Several times it has been reported that there is a blue Toyota
Prius parked in front of these massage locations and the town supervisor
(Quigley) drives a blue Toyota Prius and I was not liking the inference
when people were calling my office saying, we saw the supervisor’s
car in front of blah-blah-blah,” he said.
As a result, Ulster Police, State Police and the URGENT Task Force got
involved and conducted the undercover investigations.

Arrested were Shan Su, 43, of Kingston, who worked at Kingston Spa and
was charged with misdemeanor prostitution and felony unauthorized practice
of a crime.

Yinghyu Li, 61, of Flushing, who worked at Spa Valhalla on Ulster Avenue.
She was charged with misdemeanor prostitution and felony unauthorized
practice.

Zhao Mingxia, 45, of New York City, who worked at Blue Sla on Boices Lane
was charged with felony unauthorized practice.

Metzi Huang, 49, of Flushing, who worked at Day Spa on Ulster Avenue,
was charged with felony unauthorized practice.

Choon Hez Kim, 42, of Flushing, who worked at Day Spa on Ulster Avenue,
was charged with the felony of unauthorized practice.

Pook Choi, 52, of Port Ewen, who worked at Sunshine Spa, was charged with
the misdemeanor of prostitution and felony unauthorized practice.

As a result of the investigation, Quigley said the town board would review
its town code for possible changes in dealing with those establishments,
which he said do not fit in with the character of the town.
