Bill to appoint state monitor at East Ramapo School District introduced

ALBANY – Three state legislators representing Rockland County introduced legislation to appoint a state monitor to the troubled East Ramapo Central School District. The legislation filed by Senator David Carlucci and Assembly Members Ellen Jaffee and Kenneth Zebrowski follows the recommendations made by fiscal monitor Hank Greenberg to improve strong oversight in the school district.
Greenberg issued a report last November calling for an oversight mechanism that can “override, in real time, unreasonable decisions by the board” in order to restore the trust of the school district’s parents.
The state monitor would have the power to override actions by the board and the superintendent if the monitor determines it necessary for the educational welfare of the students or to implement the strategic academic and fiscal improvement plan.
The board would have the mechanism to petition the state education commissioner to appeal a decision of the monitor.
