Chenango County man arrested in Ulster on rape charges


KINGSTON – The Ulster County Family and Child Advocacy Center investigated several allegations of the rape of a 15-year-old girl that led to the arrest of a Chenango County man.

Mark Smith, 45, of Smithville Flats, was charged with engaging in intercourse or oral sex with the child on several occasions in the Town of Rochester in the fall and winter of 2018. He was charged with two counts of statutory rape and engaging in a criminal sexual act, both as felonies.

Smith was sent to the Ulster County Jail in lieu of $25,000 cash bail. An order of protection was issued on behalf of the victim.

The Ulster County Family and Child Advocacy Center is comprised of members of the Ulster County District Attorney’s Office, Ulster Sheriff’s Office, State Police and Ulster Child Protective Services. In addition to investigating allegations of criminal conduct, the family and child advocacy center provides services to child victims including medical treatment, trauma therapy, and family advocacy.
