Two charged with doing drugs with toddler in their car

HIGHLAND – A man and woman were arrested late Wednesday afternoon after Lloyd Town Police found them using heroin in a parked car at a business parking lot on Route 9W in Highland. A two-year-old was in the vehicle with them.

Alison Fraser, 31, of Saugerties and Richard Burgher, 36, of Cairo, were each charged with misdemeanor criminal possession of a controlled substance, criminally possessing a hypodermic instrument, conspiracy and endangering the welfare of a child.

The two-year-old was turned over to a family member.

Fraser was remanded to the Ulster County Jail in lieu of $2,500 cash bail or $10,000 bond. Burgher was remanded on $5,000 cash bail.
