New charge against driver in accident with pedestrians

KINGSTON – Police in Kingston filed an additional charge against a man who drove his car while his ability was impaired by drugs striking a woman and three children.

Robert Russell, 59, drove his car into the pedestrians as they walked on Broadway near Field Court at 10:45 p.m. on July 4. Injured were a 20-year-old woman and three girls, ages 12, 9, and 18 months old.

Russell, who was initially charged with driving while ability impaired by drugs and failure to yield right of way to pedestrians, is now also charged with vehicular assault.
